India's quite the hypocrite on that score, unless things have radically changed in the last year. They had a phase, only a couple of years ago, of putting an automatic 3 month 'referral' on all Business visa applications from China and Hong Kong. I had a British client who was 'refered' because his dad was born in Hong Kong.
