It implies either refund or... paying more.
Is this simplified declaration what you do when you fill out the Kanton ZH form "Antrag für quellensteuerpflichtige Arbeitnehmende auf Neuveranlagung der Quellensteuer"* ?

Under what circumstances can you end up paying more?
