Part 1....
I am a Indian muslim doctor from Delhi & finished my medical graduation from India. I am now in Bern, Switzerland with my spouse who is Swiss Christian . I have come here to Switzerland on a marriage visa and already married now. I applied from Delhi in November 2014 & I couldn`t find the correct information regarding the same earlier.
Even Embassy of Switzerland civil affairs staffs are not fully aware about it because it is not very common someone from India marrying a Swiss and laws with paper work varies for each Kanton in Switzerland.
And thus I have tried to collect all information which I have gathered during my application process for Kanton Bern, so as to help future applicants.
Please note: There could be some variation in paper work & rules for each kanton in Switzerland & also at Swiss consulate, Mumbai. I have applied through the Delhi office and all information holds true for the same.
STEPS AT INDIAN SIDE (beginning of VISA APPLICATION PROCESS)
Marriage visa is accepted at Embassy of Switzerland only and not at VFS centre at Nehru Place, New Delhi.

First of all you will need list of paper work done before you submit your application at Embassy, Delhi
Documents for MARRIAGE/PARTNERSHIP VISA

How to avail the documents/ get it attested/apostile:
For Indian Spouse (going to Switzerland for marriage):
- high school: class 9th & 10th
- class 11th and 12th from my university attached school
- medical college marksheets + Degree copies & with its transcripts
- Goethe certificates for german
- Other cerficates like BLS-ACLS certificates, Medical licenses from Delhi Council of India, MCI, LORs from my college, hospitals-where I worked, work experience certificates etc.
- “Original Birth certificate” issued by the Directorate of Statistics & Evaluation of the concerned State, duly legalised as mentioned below (on the translated copy only and not on original).
Please note, that no Birth certificate is directly apostile by state home ministry as mentioned in the embassy’s list will be accepted directly.
Legalization of birth certificate is most cumbersome process of all, especially in Bihar. It took me almost 4.5 months for first 3 steps below:
Step 1 -- Take the original certificate to any Local English Translator if in Hindi or Urdu (Eg: vision Trans, Shop no.245, Palika Bazar, Connaught Palace, New Delhi), who will translate, sign and stamp the _front side_ of the document.
Step 2 -- Visit the SubDivisional Officer/upp Adhikari of your District (New Building) where you tell, you would like to have the certificate "attested". It costs you some money sometimes & approach/jugad.
Step 3— translated certificate has to be legalised by the “Deputy Secretary Home" of the State, where the certificate is issued(e.g. for natives of Bihar – old building, Near Kabootarkhanna, Patna) .
Step 4-- The document has to be Apostille by the "Ministry of External Affairs", Consular Section, Patiala House, Tilak Marg, New Delhi. It has been outsourced since Aug/Sept 2014 BUT there are addresses mentioned on MEA gate. I went to shop no 911 on 9th floor, Indra Prakash building , New Delhi, India ( it is adjoin gate from Barakhamba Road metro station). They take 90 INR & return back in 2-3 days at max.

4. Visa fee by DD or Swiss Receipt
For Marriage Visa fee will be: Rs 55000 per application (or CHF 800 if paid in Switzerland). My Spouse paid it in Bern & I attached the bank statement from kanton Bern Bank
• Visa fee should be paid only by Demand draft in favor of EMBASSY OF SWITZERLAND, payable in Delhi.
• All fees are non-refundable.
5. Police Clearance Certificate (PCC)
Know your Local Delhi Police station for your area & apply online (http://www.delhipolice.nic.in).
They issue 1 online PCC format with your photo. Take a print out & submit.
This should actually not take more than 15 days, but would depend on each police station.
THIS SHOULD BE ENGLISH/GERMAN.
Please note: Unknowingly, I had also got issued & apostille PCC from Passport centre, Ministry of External affairs but it is unacceptable.
6. Marital Status Affidavit with content as mentioned in this Embassy List. Indian Lawyers have the readymade format for it. Just get the print out with your personal info in it.
7. Declaration for marriage (to be done in front of officer, when submitting)
8. Curiculum Vitaé
9. A hand written application requesting for the visa.
10. Original Passport including old cancelled passport, they take 3 copies of passport(s) & return you all the original passport(s).
From Swiss spouse:
10. Copy of Passport
11. Email copy of Marital status certificate/Personenstandausweis: to be obtained by swiss spouse from Zivilstandkreis of their Heimat Gemeinade (ancestral home town)
Once all of this is ready you can visit the Embassy of Switzerland,Delhi & submit your application.
While submitting the bundle of copies of everything, you will be asked to fill the 2 copies of particulars form & 3 declarations:
Particular form has your & your spouse's personal Details.
Declaration includes: 1st – for marriage declaration
2nd for lawyer permission to verify all docx personally
3rd for not violiating any swiss law as mentioned in the form like marrying relatives, polygamy marriages, incest etc.
There is also short (1-2 mins) interview (alongwith all cross-confirmation) about your partner and future plans with her/him.
Mind you this is not the end of the application; you will have to go once again, if they missing some docx and then will be called again.
After verification of all the documents by Swiss Embassy lawyers’ personal visit to all places including till your district for birth certificate, it is one of the most important for Switzerland’s social security purposes.
There will be another interview in details informally by embassy lawyer (Indian) usually in mother tongue. He asks anything to everything about you & your partner. I had to give handwritten of all the things, which he asked in a sequence in the form of application (from meeting my spouse till future plans together). He had my educational documents & nothing of Swiss spouse. It was in a Café coffee Restaurant in my case (after mutual decision & convenience), he sent his personal response/report about the interview outcome, which I guess was very good because I had no problem after this (they never disclose your & also their identity- no jugad works). I was in shock about and after this informal interview, how informally it happened.
Remember never lie or contradict about any information already given.
It is advisable to keep 1 whole bundle set of all documents, which you give at Embassy. Read them all before you each time, when you have to visit at Embassy or for informal interview.
As I was called again in Embassy before they sent it to Swiss Immigration office. It was 3rd January 2015. I signed 1 more declaration for further process and was told about the sending and was told to wait and my Swiss spouse will be informed first about if Immigration has accept for our marriage, after they verify everything on my Swiss spouse’s part.
