So the 59 Tomahawks could actually have been part of a larger plan. Which still raises the question "Cui bono?" WRT to the purported gas attack.

Not conclusive that there is no anti ISIS plan but nobody walks away from $2.5Bn?
Congress has enough security cleared committees who could review and accept such a plan in secret.
