Well in theory, I suppose so except it would require a treaty change and that means the best the current EU team could do is commit to proposing the change and see if the 27 would approve it... however that would require possible referenda in Denmark and France and a definite one in Ireland...

Irish men and Irish women voting on the future of the UK, now there is something the men of 1916 never imagined! I doubt the Irish government would even agree to put it to the people. It would open up too many old grievances.
