This, exactly.

Despite the law being set up to favour Billag, the onus is still on them to prove anything. And Billag has chosen to take the route of befuddlement rather than honesty. Misleading stuff on their website and the guys they send to your door are either not properly educated as to the law or are being intentionally stupid. So in other words Billag is its own worst enemy.
