3) you can fail due to dirt if it means they can't see the real condition; you can fail due to rust if it makes the part unsound - so it's impossible to say without seeing it; if it's surface rust then probably not
Only surface rust

I can change back light bulbs. This is not a problem. My main concern is brake pads and disks
