Literacy is the ability to read and write. Trump cannot do either proficiently and accurately -- certainly not at the standard expected of the head of any government. Hence my assessment that he is borderline illiterate.

By the way, I watched the video that was linked in the tweet you posted. Trump can barely read the English written on the paper in front of him, stumbling over the simplest words, proving my point. So, what's your point, again?
