Roads/bridges are cleared from snow and ice, but I could imagine you getting very very cold.
My motto for the past years has been: if there is snow/ice on the ground (even though the streets are cleared), I leave the scooter at home. Reason: you will have to traverse the snow on the sides of the street, mostly piled high and icy, at some point to park/pull in a drive way etc. with a two wheeler this is nearly impossible due to no real winter tires and the vehicle is not long enough for the front wheel to be on firm ground when the back wheel hits the snow patch.
If it is only cold or raining, I take the scooter. My drive is about 20min all in the city, and I layer about 4 sweaters, 2 pants and leggins, jacket etc when it s really cold. Fingers and feet are the main problem.
