I'm not sure he would even have a choice. There are provisions in the treaties to allow for such agreements between member states and a specific provision to allow for the CTA between Ireland and the UK. But there is no general provision to allow for such an agreement with a third country.
At some point the treaty will need to be amended if they CTA is to continue, so perhaps something like that will happen at the same time.
