I've sent a letter to the landlord and they replied back:

It is my understanding from their letter that they are telling me I will have to pay a technician to seal the tv connection. From other posts I've seen here, I thought they couldn't legally charge for that, but as I search I find nothing that includes a source document.

Can they charge me to seal the connection? What should that cost?
Well, in this letter they don't talk about the sealing part (is it done?)

They are telling you that if you move out you have to put it back to how it was (have it reopened). Which is normal as you must leave a flat the way you took it over.
