Petrol is one of the few things that does move up & down in price, however there is no other source unless you smuggle it in for 1/3 price sans tax.
As the contribution of Euro countries to oil production is negligable, the EUR to GBP exchange rate is not going to wreck the petrol price.

And of course the primary influence on the price itself is actually the tax. Petrol could be much cheaper if that was actually desired. But for environmetal reasons and to discourage waste, it's not desired.
