Since you're an EU national they can apply for the permits once they're here. And the fact the visas are for family reunification pretty much guarantees the permit applications will be fine. They wouldn't get the visas if they weren't.

You can apply for the permits at the same time as the visas if you wish, it can be done either way since you're an EU national.
