If you read the title of the Guardian article, it might help you understand, it says, "could".

Its a speculative piece of journalism, but it is legitimate. In the same way you might sit in a pub with your mates (which I doubt you have) discussing what if's. The author I would hazard a guess has a more thorough knowledge and expertise in politics then you. So before you dismiss a whole newspaper who's premise is genuine journalism, maybe try to understand the article in the first place .
