Technically, I think you still have to pay.

Exceptions apply if the TV is quite obviously not for use. For example, it's in your basement and under two inches of dust, or you've removed or destroyed the tuner card (hint hint) or it is of a system not compatible with what comes out of your socket.

PS. Seeing most Billag men don't know f*** about electronoics, anything that's soldered unprofessionally and looks slightly scary should pass the bar for a disabled tuner card.
