I don't know if it works similar for a modem, but for example a mobile phone use more battery (so produce more hot as well) when is in low-bars area because disconnects-connects continuously...
In a low bars area a mobile phone uses more power due to switching to higher or even maximum transmit power.

Modems are not set to overflood the server with requests when no IP is given, they are more likely to try once a minute and after a user command is given.
