It makes sense that the pillion with a full license is allowed to ride behind a learner to teach him. I’ve seen instructors here ride behind learners.

When I did my license in the UK the instructor was on his own bike when we got out onto the open road with one way radio communication. (We had to tap our helmet for repeat instructions)

The examiner followed me around in a car, again with one way radio communication.
