That is because you were non-EU, nothing changes for that, what changes is that for jobs with high unemployed numbers they now first need to check inside Switzerland before they can hire in the EU.
However as Tom said it is rubbish, if those Swiss-based people wanted those jobs they could have gotten them already due to the high number of vacant jobs in those positions, so it is for jobs that hardly anybody here seems to want.
