Indeed, those data are used as a filter for negatives, to weed out unwelcome individuals. But they're not seen as proof of identity.

It's not proof, but its evidence that needs to considered in establishing the identity of the person.

Same as your credit cxrd or your IP address can be used as evidence if you are suspected of illegal activity.
