I don’t think there are ‘efforts’ to lure businesses away from London. More like businesses in London trying to preserve their profits and executive bonuses.
And is it that unusual for Deutsche Bank to be consolidating in Germany? Somewhat like British Airways moving their HQ from Madrid to London.
