Have you even read A50? There would be no treaty change in order for the UK to remain part of the programme. This just typifies the sheer inflexibility and dogmatic approach of the EU. If they don't want the UK to remain a member of the programme then they should repay the UK's investment into it. Let the treaties plug that 15% hole.
