As both sides want a deal, and it's in each others interest to strike one. That's how negotiations work. The UK deciding to leave doesn't mean they have to bow to every single demand that the EU makes.

An interesting side note, Theresa May also virtually guaranteed the rights of EU citizens in the UK in the event of no deal. The way things have been going, she probably should have done this a long time ago.
