Essentially, yes. Though I'd think confirmation and refusal, respectively, happen mostly during due process. Not exclusively but mostly.

Ford says three were present but only two have to testify before the committee. I find this quite odd but perhaps Judge's claim to be an (soon ex-)alcoholic on recovery is reason enough to not put him under the stress. In that case though his written testimony (where he says he doesn't recall any such incident) should be taken as witness testimony.

That renders Ford's version unconfirmed. Her word against two other's.

Why not let the FBI investigate? As best I can tell this is a he-said/she-said from 36 years ago. I doubt there's any evidence sufficient enough to lead to criminal charges.
