It is simply the logical outcome of applying A50. If you are not a citizen of a member state of the EU/EEA/CH and your not a citizen of country that has visa free travel in the Schengen area and your not a permanent resident of a Schengen state, you need a visa.
There seems to be a lot of this kind of stuff out there. A friend of mine in Ireland is a building contractor who does a lot of public works, his contracts require him to use components sourced in the EU/EEA/CH, so what is he supposed with UK components in stock if there is no deal - toss them or what?
