Yes, and if they do a shit job they get voted out. Try that with your EU commissioners.
Some people claim UK Cabinet Ministers are banned from being MPs by the Acts of Settlement 1701 and Union 1707.
Of course this ban is ignored and has never been tried in court.

The US has the same ban and actually follows this rule so Ministers are not members of Congress.
