No they don't. They must ask permission and she can not work in any job. It must be a professional position that she is qualified for, and the salary must be in line with local market. If she has a university degree and the job is something she has experience in, this shouldn't be a problem to get approval. The biggest problem will be that most employers don't know the process so won't be bothered.

She can't for example work in the supermarket.
