It can take up to 2 or even 3 month for a permit (but it often goes faster). To apply for a visa you need to go to the embassy in your own country, it does not depend on the canton. Cantons issue the residence permits. To get a student permit you need to be enrolled in a school. (also if you already have a had a student permit before it might be harder to get a new one for a different school).
