Yeah, lots of non-european entrants at the outset
Lebanon, Morocco, Tunisia and Turkey were all full members of the EBU in 1956, and were all eligible to take part in the Eurovision Song Contest that year.

The question of eligibility to participate in the ESC has been done to death here.
