So Mueller was as clear as he could be,

• The Russians interfered to damage the Clinton campaign.
  
• If the office of the Special counsel could say Spanky didn't commit crimes they would have said so.
  
• The Special counsel is bound by DOJ policy not to indict a sitting president.
  
• If the President cannot be indicted it was unfair to accuse him.

so, the Spanky presidency is illegitimate and he committed crimes that he can't be accused of. This is hilarious and sad in equal measures.
