I install and renovate quite a few terrace decks, what I find works best is dish washing liquid applied neat and scrubbed in with a stiff bristled brush. Then add a bit of water and continue to scrub then rinse off liberally with water, it may not completely remove the stain but will break it down so it will fade in the sunlight. The same technique works really well on WPC decking.
I have done this on my patio. Worked fine. For paint stains, olive oil worked well. Followed by washing up liquid for the oil stains... Nice and clean now.
