I believe going across the border to have work done (including fitting tyres) makes you liable to pay customs fees and VAT on the materials, and VAT on the work, without the option to claim back the foreign VAT because they've already been installed. Probably won't cost much, but declaring the work will cause a delay, whereas the risk of a fine may make the whole thing not worth doing.
For DE, I can confirm that I was able to claim-back VAT on the towbar I had installled across the border. I assume the same applie to tires...
