Yes it is. Your contract/offer most likely includes some fine print about being conditional on having or getting authorization to work in Switzerland.
So I would definitely postpone resigning until your work permit is approved. If you have such a good relationship with your employer that you think it's okay to tell them now that you _might_ be resigning very soon and nothing would go wrong if you end up not resigning then sure, go ahead
