Would you be willing to share which authorities he's contacted, and what the contradicting information is? Maybe then we can help you sort through it.

Or as Tom says, get married - assuming that's in the cards anyway. You can come here without a visa, go to the municipality to request marriage paperwork and figure it out from there. After marriage to an EU citizen you'll definitely have a permit that allows you to work here.
