lying on an insurance claim form - whats the score

Say you drove into someone and decided it was the other persons fault and called the police, police come and say bad luck its all on you. So you fill out an insurance claim form attributing 100% of the blame on the other person, but also 'neglect' to fill the section out on 'were the police in attendance'

would that be a silly thing to do?
