Well, I suppose you could regard displaying a weird picture (or the commissioning of such a painting) of Bill Clinton wearing a dress similar to his wife's as something similar to trolling. It was designed to provoke a reaction.
The painting wasn't commissioned by Epstein. The painter apparently did it for a Master's thesis and had no idea Epstein had bought it (source). But I definitely agree that the painter and whoever displayed it would have been expecting a reaction.
