1) Is the procedure to be carried out by the employer cumbersome?
2) Suppose I got the degree today. And the contract is ready, I got a rent agreement and enough financial resources. What is the next step? What should the employer have to extra? Should I send all the documents to some institution?

I wouldn't sign a new, long-term rental agreement until you know whether or not your permit is approved.
