It sounds a bit sarcastic? - a valued colleague and true professional, and thank him for his consistency exemplary services
Work certs cannot really be explicitly negative, because it opens up the possibility of libel and slander, and the ex employer would have to prove their comments.

that does not mean an ex employer can write a 'bad' cert, which would be the most mediocre one you could think of: X completed tasks A, B, C; X had responsibility for E, F, G. Period.

This would be the minimum they have to provide and it could be interpreted as a quite negative because there is not mention of quality or any additional info. In you case they have gone much further than that! It actually sounds pretty good. What language is it written in originally? The translation may influence the 'sarcasm' vibe.
