All true, but there is a small group who really is to poor to do any of those, mostly caused by having debts and those debts are not always their own fault.

And I'd say poor is relative, if for example one only has the money to do one or two of those things on the list, than you're still poor in my book, maybe not poor enough to not being able to buy an occasional piece of lamb (for my sake even only possible by making diff choices) but there are some people who really can't effort such.
