Non-payment of insurance is a civil matter so not something the police would enforce. The insurance company would take them through the poursuites process.

Non-payment of your car tax on the other hand is a police matter. When I was in CH I was late for paying the annual car tax on my car and the last part of the process was basically 'If this is not paid the police will be sent to remove the plates from your car'
