Yes, they're trying it on. Steinhausen's Webpage says (last paragraph)

Foreign nationals must bring their residence permit to the residents' registration office and complete the form "Abmeldenung/Wegzug ins Ausland". This can be ordered or downloaded from the Office for Migration of the Canton of Zug [see the link below]. You must deposit a Swiss contact address with the residents' registration office and complete a power of attorney form for the tax authorities. We recommend that you notify us of your departure as soon as possible.
The Canton however is asking for an adress abroad, neither a Swiss address nor a POA. The Canton's form can be found here, link #3 for PDF and #4 for a word doc, other than that the two have are the same.

Of course the Canton overrules the commune.
