It's the shop who pays VAT back. If they don't do it, they don't.

You want the Swiss VAT back? Is there even a country, who's VAT is lower than the Swiss one?
You can not get one VAT back and not pay the other.

PS: He better not make them look too new in his luggage. Fr. 400.00 could be more than he's allowed to take into the next country. LOL.
