As the landlord wouldn't be living at the property - there would only be only be 2 people living there at any one time. Or does the ruling actually investigate which two people it is?

I don't know if this is an equally sketchy workaround - but we have friends that live in the city with a property which has a few spare bedrooms. Could we add one or both of our names as resident at their property, but live in the AirBnB - both for the sake of residency permits and bypassing the AirBnB named residents issue.
