CDW is a waiver from the rental company to charge you for damage, save for a self-pay part they call an 'excess'.
Collision Damage Waiver (excess) insurance will insure you for this excess only, usually leaving you with nothing at all to pay in the case of damage.
In Europe CDW is usually included as few if any people have insurance that would already cover the car for damage.
In some places like the US, it's not unusual for people to have this coverage therefor it is possible there to rent a car without taking the renter's CDW. When you're looking at renting in the US it's usually safer to book through a european broker website where it's clear what is included.
