The thing is: you want something from them. Therefore, you have to meet the criteria they set. They issue permits to those who meet their criteria.

In that, it doesn't matter to them that you yourself are comfortable with living frugally.

You have a huge advantage in having EU citizenship! The way for you to get a permit is to get enough employment to prove to the Swiss immigration authorities that you are a safe bet for them. That means realiably earning the level that they set, and living in a place of which they approve.

As soon as you do that, your permit will be almost guaranteed.
