A contract is a legal agreement, whereby the employer is actually hiring you for the job. Most for non-EUs have a clause that the offer is subject to approval of the work permit.

I can't see any worthwhile employer offering you a contract without so much as an interview by Skype.

Since permits aren't going to be issued again until June, you still wouldn't be able to move here until that time, with contract or not. Push them for a Skype interview.
