There isn’t actually any guidelines. It is basically up to the airlines to operate as many flights as they want. (With the caveat that ex-EU flights require the airline to have the appropriate traffic rights)

What we have is low demand meaning airlines choose not to fly empty airplanes. Easyjet could be flying, no government restrictions or guidelines, but they have just chosen to park their airplanes.
