Can a betreibung be used like this? I thought it was only for cases of unpaid debts.
Yes, it was definitely bad form of her, but honestly, I would have, too, if someone spoke to me the way he spoke to her. C'est la vie.

If someone can show me that it cannot be used this way, by all means, but from how I understand the situation, he's bound by law to give me the money back and is refusing to do it. Sounds like a debt to me.
