You can't, simple as that. It depends on the length of the contract: less than a year is an L, a year or more is a B. Also not sure if doing a PhD falls under the graduating from a Swiss uni rule. If not, then you'd be under the non-EU hiring rules and for those there are simply more L's than B's available in the quota system.
