Finally. Yes it is true. Simply because the change of the rules only applies who can acquire a learners permit and not who can do the test. Beginning with January 1st, 2021 you only get an A unrestricted learners permit, if you had the A restricted license for at least two years. Up to December 31st 2020 the only condition to get a A unrestricted learners permit is to be 25 years old.

Be aware about the following problems: Your local driving license place might be closed at the end of the year and cannot issue a learners permit in time. Better to apply before Christmas. Also you must do the mandatory basic motorcycle training within 4 months of acquiring the learners permit. Basic motorcycle training are rare and scare during the winter months.
