Diplomatic plates all have the CD (in Blue or Green) then the Canton and number NNN - NNN. The first NNN is sequential, the second set identifies the agency or country. If this number begins with a zero it is an agency. 01 is the UN. If it doesn't have a zero it is a country. So both 01 and 1 exist.
1 is the Vatican, and 01 is the UN in Geneva.
